OMB M-25-22 applies to contracts from solicitations issued on or after September 30, 2025. It obliges agencies to obtain specific evidence from AI vendors: no training on non-public agency data without consent, IP and data-portability terms, pre-award performance testing, and continuous monitoring rights.
